- Stanley Lim from HTX has been a community first responder (CFR) and active user of the myResponder mobile app for the last four years.
- CFRs can choose to help with suspected cardiac arrests and fire incidents in their vicinity.
- The building and infrastructure specialist received an SCDF CFR Award in May 2026 for his assistance in two separate incidents in March.
In his role as a senior specialist with HTX’s Building and Infrastructure sustainment centre, Stanley Lim handles contracts and facility operations for the Immigration and Checkpoints Authority (ICA).
Outside of work, he dons the proverbial cape and becomes the friendly neighbourhood superhero – a Community First Responder (CFR) who attends to emergencies after getting alerted by the myResponder mobile app.
Jointly developed by HTX and SCDF, the award-winning app alerts registered CFRs to suspected cardiac arrest or fire incidents in their vicinity before emergency medical services arrive.

For responding to two emergency cases in his neighbourhood in March, Stanley was recognised with a CFR Award at the Holland-Bukit Timah and Bukit Panjang Community Resilience Day event on 16 May 2026.
“Mr Stanley’s swift actions remind us that everyone can make a meaningful difference during an emergency,” SCDF Assistant Commissioner, Deputy Commander, 4th SCDF Division Bob Tan commented.
“Public safety goes beyond protocols and professions – it rests on everyday individuals stepping up to care for those around them. My hope is that this story inspires more Singaporeans to recognise that all of us have the potential to be a lifesaver.”
Among the cheerleaders at the ceremony was Stanley’s boss, Director B&I Chan Ai Lynne.
“We’re very proud of Stanley and the remarkable commitment he has shown in stepping up and serving both the community and the Home Team,” she said.
Springing into action
It was a restful night on 8 March when Stanley received an alert about a bin chute fire in a nearby block. Within minutes, he was at the site, where he found smoke seeping into the flat of the resident who had reported the fire. Drawing on his emergency response knowledge, he swiftly sourced a water hose from a neighbouring unit and extinguished the fire through the chute.
Just over two weeks later, Stanley, who picked up his firefighting and first aid skills during a Company Emergency Responder training in 2013, received another MyResponder alert about a suspected cardiac arrest in the next block. Upon arriving at the scene, he began cardiopulmonary resuscitation (CPR) before running off to retrieve an Automatic External Defibrillator (AED) when another person arrived and took over the CPR.

Despite injuring his hand in the process, he continued to administer the AED until SCDF officers arrived and took over.
But that’s not it. Before March, Stanley had responded to two other cases that took place outside his neighbourhood. His motivation to help? A desire to pay it forward.
Because he was once at the receiving end of kindness, too.

He recalled that he once skidded on the road while on a motorcycle and was nearly run over by a bus. It was passers-by who eventually pulled him to safety.
Just two years ago, he met with another accident while cycling. This time round, he flew head-first into a pavement, fracturing his arm and scraping his knees. Again, he was left touched by what he describes as “true heartland spirit” when strangers from all walks of life came forward to render assistance.
Working in the Home Team, he added, has also strengthened his resolve to step up and serve fellow citizens.

The fact that MyResponder was co-developed by fellow Xponents, he said, gives him an added sense of pride when using it. In fact, he has been encouraging colleagues and friends to sign up as CFRs, inspiring them to do their part for society.
“Knowing that our small actions can make a big impact is all the difference,” he said.
“I hope more people will step forward to help when they can!”
