SINGAPORE, 28 April 2026 – HTX (Home Team Science and Technology Agency) and Mistral AI today signed a Strategic Partnership for Innovation (SPI) master agreement at MTX (Milipol TechX Summit) 2026.
According to the master agreement, HTX and Mistral AI will collaborate on artificial intelligence (AI) capabilities for Singapore’s public safety, including identifying innovative tech and engineering solutions that would enhance Home Team operations, tapping into each other’s networks, and deepening HTX’s tech capabilities through training.
Specifically, in the realm of AI, both parties will work together to integrate AI into humanoid and other types of robotic forms, leverage advanced temporal modelling to transform raw video streams into actionable intelligence, and bolster HTX’s digital defenses using agentic AI workflows.
In addition, Mistral AI will provide HTX with infrastructure that would support high-performance inference and fine-tuning, as well as a developer toolkit to facilitate rapid, secure application development.

As AI model development and deployment increasingly underpin Home Team's operational capabilities, it is critical that we collaborate with partners like Mistral AI to drive innovation, while ensuring scalability and governance,” said Chan Tsan, Chief Executive of HTX.

This master agreement builds on the Memorandum of Understanding that HTX and Mistral AI signed in November 2025. Both parties have been working on projects such as Phoenix, the Home Team’s series of AI models, and AI safety benchmarks tailored for Singapore and the public safety context.
Phoenix-VL 1.5 Medium, which was officially unveiled during MTX, is the agency’s most advanced to date and was the result of the ongoing collaboration between HTX and Mistral AI.
MTX 2026 is a three-day conference-and-exhibition focused on public safety, held in Singapore at the Sands Expo and Convention Centre from 28 to 30 April. It brings the international public safety community together to collaborate, and to showcase innovative technology.
