HTX (Home Team Science and Technology Agency) and the Korea National Police Agency (KNPA) announced the signing of a Memorandum of Understanding (MOU) at Songdo ConvensiA in Incheon on 21 October 2026, to promote cooperation and the development of science and technology capabilities for public safety. HTX Chief Executive Chan Tsan and KNPA Acting Commissioner General Kim Jong Cheol signed the MOU, with officials from both agencies present.

Under the MOU, the two agencies plan to cooperate on joint science and technology research and development, build a science and technology network for information sharing, and work together on training and knowledge exchange.

HTX is the science and technology agency of Singapore’s Ministry of Home Affairs (MHA). It integrates a diverse range of scientific and engineering capabilities to deliver transformative and operationally-ready solutions for the agencies under MHA, such as the Singapore Police Force, Singapore Civil Defence Force, Immigration and Checkpoints Authority and Singapore Prison Service, helping to keep Singapore safe and secure.

KNPA is working to strengthen its future policing capabilities by proactively responding to the rapidly changing policing environment using advanced technologies such as artificial intelligence (AI) and robotics, in order to provide safer and more efficient policing services to the public.

HTX Chief Executive Chan Tsan said, “Cross-border cooperation and innovation are crucial to meeting evolving public safety challenges. We therefore look forward to building on the combined science and technology experience and capabilities of both agencies, as we work together to address real-world operational challenges.”

KNPA Acting Commissioner General Kim Jong-cheol said, "It is important to combine field experience with advanced science and technology in order to effectively respond to the rapidly changing policing environment," adding, "I hope that the cooperation between the two agencies will serve as a foundation for the advancement of future policing using cutting-edge technologies such as AI and robotics, and ultimately lead to outcomes that enhance public safety."

HTX and KNPA will work together to further define areas of cooperation and strengthen their capabilities to respond to future public safety challenges, through bilateral cooperation based on science and technology.
