Sustainment Transformation and Risk Management Office (STRMO)

The Sustainment Transformation and Risk Management Office (STRMO) is a multi-faceted team dedicated to driving HTX’s Enterprise Risk Management across the organisation, promoting a safe work culture within HTX, and conceptualising operational policy and workflow for integrated operations of the Home Team Sustainment Centre (HTSC). The 3 key areas for STRMO are set out below.

Enterprise Risk Management (ERM)

As a young Statutory Board, it is imperative that HTX has the right risk culture, processes and structure in place to achieve its strategic objectives.

Led by the STRMO team, HTX has embarked on a collaborative journey to formulate and operationalise the ERM framework and workplan to identify, assess, and monitor current as well as emerging risks that will affect HTX’s vision and mission. This proactive approach helps the organisation navigate uncertainties and build resilience in an ever-changing economic landscape.

The HTX ERM framework comprises seven key components:

Workplace Safety, Health and Security (WSHS)

The team formulates, drives and sustains the WSHS management programme to develop a safe work culture in HTX, in compliance with all WSH legal requirement, Code of Practices and Safety Standards.

HTX is dedicated to creating a safe workplace and nurturing a healthy and security vigilant workforce. This commitment is built on leadership, collective ownership, and an effective WSHS management system. Strong leadership commitment sets the tone for a safety-focused culture, making safety a top priority at all levels:

Collective ownership ensures that all employees take personal responsibility for their own safety and the safety of their colleagues, fostering a concerted effort to achieve zero workplace accidents and promote a safe working environment. Together, HTX achieved ZERO workplace accident in 2023!

HTX has also received BizSAFE Level 3 certification, which means HTX has attained the required Risk Management standard at its work premises and activities, including risk management capabilities in managing terror incidents.

Operations & Policy

Here, the team conceptualises the operational policy for the integrated HTSC under the lens of Observe, Orient, Decide and Action (OODA), providing an overarching operational policy for the HTSC which ensures seamless coordination across the four Capability Sustainment Operation Centres, both for routine operations and incident management.
