[MEDIA RELEASE] Appointment of new members to HTX Board of Directors

1. The Ministry of Home Affairs (MHA) has appointed five new members to the HTX (Home Team Science and Technology Agency) Board of Directors, bringing together accomplished leaders from industry, academia and the Home Team. The Board’s three-year term takes effect from 1 December 2025.

2. The new Board will be led by Chairman Mr Tan Chye Hee, Permanent Secretary (Home Affairs Development), Ministry of Home Affairs & Permanent Secretary (Information and Development), Ministry of Digital Development and Information. The Board will provide strategic guidance for HTX’s mission of using science and technology to be a force multiplier for the Home Team, and oversee the corporate governance of HTX.

3. The five new members of the Board are:

(a) Mr Ravinder Singh s/o Harchand Singh, Senior Adviser, ST Engineering
(b) Dr Ayesha Khanna, Co-Founder and CEO, Addo AI
(c) Ms Hang Xue Min, Managing Director, Group Head of Financial Planning and Analytics, Central Operations and Investor Relations, DBS Bank
(d) Prof Phoon Kok Kwang, President, Singapore University of Technology and Design
(e) Mr How Kwang Hwee, Commissioner of Police (Designate). He will join the HTX board from 6 Jan 2026

4. “HTX stands at an exciting juncture as it shifts from building foundations to driving transformation,” said Mr Tan. “As HTX enters its next phase of growth, the new Board will work closely with the HTX management team to strengthen its innovation capabilities and continue delivering impactful solutions that keep Singapore safe and future-ready.”

5. MHA and HTX would like to thank outgoing Board members Ms Janet Ang Guat Har, Chairman, Singapore Polytechnic and Chairman, Public Transport Council; Prof Chong Tow Chong, University Professor and Director, Temasek Labs, Singapore University of Technology and Design; Ms Carmen Wee Yik Cheng, Founder and CEO, Carmen Wee & Associates; and Mr Richard Koh Chin Kiong, Chief Technology Officer, Enterprise Partner Solutions, Microsoft Asia, for their invaluable contributions to the Board during their term. We would also like to thank Commissioner of Police Mr Hoong Wee Teck, who will step down from the HTX Board when he retires from the Singapore Police Force on 6 Jan 2026.
