A smart, winning innovation

SPF and HTX worked together to roll out the hi-tech Woodleigh NPC, which picked up a win at the World Police Summit 2025

In an emphatic nod to the forward-looking, innovation-driven nature of the Singapore Police Force (SPF), the Woodleigh Neighbourhood Police Centre (NPC), whose redesign was managed by HTX and SPF, clinched third place in the Best Innovative Idea in Security and Law Enforcement category at the 2025 World Police Summit Awards in Dubai, UAE.

To bring this innovative idea to reality, SPF worked with not one but five HTX divisions: Policing Programme Management Centre (PPMC), Building & Infrastructure Sustainment Centre, Digital Services Programme Management Centre, Platform Systems Sustainment Centre, and ICT Infrastructure Sustainment Centre.

Woodleigh NPC is Singapore’s first fully automated NPC featuring convenient round-the-clock features such as self-help kiosks for public reporting and a drop box for found property.

The NPC also has the Automated Armoury System (AAS) and Automated Equipping System (AES). These self-service systems enhance operational efficiency by using Radio-Frequency Identification (RFID) technology and sensors to replace slow, manual processes for issuing and returning equipment and armaments.

The AAS, which was rolled out in Woodleigh NPC last August, features smart lockers, RFID technology on the weapons, and a facial recognition system.

Such automation significantly reduces the time officers spend on administrative tasks, thereby allowing them to be redeployed to frontline duties. The systems save valuable time, boost police readiness, and allow officers to focus on their core mission of safeguarding the public.

“The recognition of Woodleigh NPC by the World Police Summit is testament to the SPF and HTX’s unwavering commitment to innovation and excellence. This collaborative effort of leveraging technology to automate processes, not only enhanced SPF officers’ efficiency, but also elevated community policing to new heights by harmoniously integrating technology with policing operations,” said PPMC Director Allan Loi.

“This is not an endpoint but a milestone to building a future, where technology serves as a true force multiplier for safety and security.”
