HTX’s Chief AI Officer shares insights at Milipol Paris 2025

Ang Chee Wee’s keynote speech at international event focused on the impact of artificial intelligence (AI) on Singapore’s public safety

The world got to hear of HTX’s endeavours in leveraging artificial intelligence (AI) to empower public safety operations during the keynote address by HTX Chief AI Officer and Assistant Chief Executive (Digital and Enterprise) Ang Chee Wee at Milipol Paris on 18 November 2025.

Speaking at the Paris-Nord Villepinte Exhibition Centre, Chee Wee expounded on HTX’s AI (HTxAI) movement, its impact on Singapore’s public safety, and the accompanying “hard-won lessons”.

Chee Wee, who is also the chairman of Milipol TechX Summit (MTX) 2026, then invited the audience to further discuss public safety insights at the summit, which will take place from 28-30 April at Marina Bay Sands, Singapore.

MTX 2026 will be jointly organised by HTX, GIE Milipol, TechX Ventures, and Comexposium under the auspices of the Ministry of Home Affairs (Singapore) and Ministry of Interior (France). 

HTX will also be bringing DEF CON, one of the world’s largest hacking and cybersecurity conferences, to Singapore for the first time during the MTX period. Both events will take place at the same location.

AI for public safety

The HTxAI movement, which kicked off in June 2024, encourages HTX officers to adopt an AI-first mindset and drives the adoption of AI across the Home Team. The movement also supports Singapore’s National AI Strategy 2.0.

Chee Wee shared that the movement has formed capabilities that exponentially impact Singapore’s safety and security, mainly through three thrusts – people, process and technology – since its launch.

People – Chee Wee highlighted that HTX is committed to its goal of hiring and grooming a 500-strong AI workforce to serve the Home Team’s needs across more than 300 AI use cases. 

Chee Wee also stressed on the importance of extending AI training and development beyond technical teams to include operational personnel. One example of this commitment is the fact that more than 600 Home Team officers have already undergone HTX’s AI training and competency programmes, which aim to democratise AI literacy across the Home Team. 

Process – “We need to move fast while maintaining AI safety and ethical standards,” said Chee Wee, noting that such an approach is paramount given the pace at which AI is evolving.  He then spoke about the Home Team AI Governance Playbook, which guides the development and deployment of trustworthy AI applications for public safety, such as the recently launched Report Lodging Co-Pilot (R-COP).

Technology – One example of a new technological capability HTX has attained as part of the HTxAI movement is NGINE, the Home Team’s first enterprise-grade AI infrastructure. Launched by HTX in August 2025, NGINE will allow the agency’s efforts in AI development to be faster and more efficient.

Our Singapore journey demonstrates that with thoughtful implementation and responsible development, AI serves as a force multiplier for public good.

The next chapter

HTX is in for exciting times ahead. According to Chee Wee, the next phase of HTX’s AI development will involve Embodied AI and humanoid robotics. To this end, he told the audience of HTX’s plans to launch the Home Team Humanoid Robotics Centre (H2RC) in mid-2026 – a S$100 million facility expected to be the world’s first humanoid robotics centre for public safety.

“There is much more untapped potential for AI in public good, and we are keeping pace with the latest frontier technologies to ensure the Home Team remains at the cutting edge of innovation,” he said.
