
HTX and Fraunhofer Singapore Research Limited (FSRL) have signed a 3-year Framework Agreement to collaborate on Science and Technology (S&T) research with the aim of advancing Singapore’s public safety, driving innovation for Home Team operations, and nurturing S&T talent.
The agreement will entail collaboration in the following areas:
- Artificial Intelligence (AI), cybersecurity and quantum technologies
- Autonomous systems and counter-unmanned autonomous systems (C-UAS)
- Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE)
- Sensors and radar systems
- Security and resilience of building & infrastructure (B&I) and socio-technical systems
- Natural Language Processing (NLP), sentiment analysis, and profiling.

This agreement signifies yet again that HTX is committed to constantly pushing ahead as well as anticipating and tackling new challenges across multiple domains in the public safety space,” said HTX Chief Executive Chan Tsan.

The meeting between the two sides on 30 September to commemorate the signing of the agreement was graced by the German Ambassador to Singapore, Dr Bettina Fanghänel, who noted that the collaboration was inked at a “good time” as 2025 marks the 60th anniversary of the establishment of bilateral relations between Singapore and Germany.
This framework agreement also comes on the back of the issuance of a Joint Declaration to elevate Singapore-Germany relations to a Strategic Partnership in November 2024.
FSRL is a non-profit private research centre founded by Fraunhofer-Gesellschaft and is the only affiliate of the Fraunhofer-Gesellschaft in Asia. Founded in 1949, the Fraunhofer-Gesellschaft, based in Germany, is a leading global applied research organisation.
