
HTX Chief Executive Chan Tsan’s efforts to drive innovation and digital transformation in the agency were feted as he picked up the Digital CEO of the Year accolade at the second edition of the Asia Digital Leaders Awards held on 3 September.
Organised by Spark, a company that brings together technology and business leaders to foster collaboration and exchange of global best practices, the biennial awards ceremony pays tribute to the exceptional achievements of CEOs, business leaders, and technology leaders across Asia.
Six awards were up for grabs: Digital CEO of the Year, Inspiring Board Leader of the Year, Innovative Business Leader of the Year, Transformational CIO of the Year, Future Ready CISO of the Year, and Data & AI Excellence Leader of the Year. This year saw more than 500 nominations across all categories, of which 88 were shortlisted.
According to Spark, the Digital CEO of the Year Award “recognises CEOs who exemplify visionary digital leadership, championing digital transformation as a fundamental driver of long-term business growth”.

One example of how Tsan has championed digital transformation can be seen in the agency’s HTxAI movement, which seeks to leverage artificial intelligence (AI) to empower Home Team operations.
Most recently, HTX unveiled NGINE, the agency’s first enterprise-grade AI infrastructure that will bolster its efforts to empower the Home Team using AI.
“I am heartened that HTX’s efforts to leverage the latest digital technologies to force multiply the Home Team have been recognised by the greater community. But now is not the time to rest on our laurels – we must constantly push the boundaries in science, tech and the digital space so that we can effectively empower our Home Team officers to tackle the increasingly complex challenges in the public safety arena,” said Tsan, who earlier this year also won at the HR Excellence Awards.
HTX Deputy Chief AI Officer, Chief Data Officer and the director of AI Central Lim Kian Boon also picked up the Data & AI Excellence Leader of the Year award, which recognises leaders who have effectively harnessed the power of data and artificial intelligence to drive innovation and business impact.

“AI is not just a trend but a powerful tool that has massive potential to change how HTX goes about enhancing public safety. I am delighted that all the hard work we have poured into this field has received affirmation from industry leaders,” said Kian Boon.
This year’s judging panel for the awards featured a slate of industry leaders, including IMDA Deputy Chief Executive Kiren Kumar, Professor Emeritus of Finance (Practice) at Singapore Management University Dr Annie Koh, and Jill Lee, who sits on the boards of JTC, Schneider Electric, PSA, StarHub, NUS ISS.
