Singapore, 28 April 2026 – HTX (Home Team Science and Technology Agency) and NCS today announced the signing of a Memorandum of Understanding (MOU) at MTX (Milipol TechX Summit) 2026. This MOU establishes a Continuous Engineering Programme (CEP) framework that facilitates the long-term capability development and the systematic enhancement of the Home Team’s operational systems.
The CEP framework builds on the five-year Master Agreement signed in July 2025, which deepens the partnership between NCS and HTX through focused collaboration in key technology areas, accelerating the delivery of mission‑ready capabilities for the Home Team. The partnership will see both organisations focus on five key areas: robotics, drone and unmanned aircrafts, quantum-safe technologies, data architecture, and AI-enabled systems.
“We are always working to empower the Home Team with operationally impactful science and technology capabilities. Achieving this in an evolving public safety landscape requires strong engineering partnerships, such as those we’re deepening with NCS," said Chan Tsan, Chief Executive of HTX.
“This partnership brings together HTX’s operational expertise and NCS’ strengths in AI, Data, cybersecurity & quantum-safe technologies, and robotics to deliver intelligent, mission-ready systems for Singapore’s public safety agencies,” said Sam Liew, CEO, NCS. “Built for real-world operations, these systems strengthen frontline effectiveness and resilience.”
