SINGAPORE, 30 April 2026 – HTX (Home Team Science and Technology Agency) announced today at MTX (Milipol TechX Summit) 2026 the formalisation of collaboration agreements with 10 likeminded partners, from government, industry and academia. They range from artificial intelligence (AI) and space tech, to industry innovations and an expanding research ecosystem. Together, we will accelerate the development of next-generation public safety technologies.

The partnerships announced at MTX 2026 reflect the diverse public safety ecosystem we are building to harness innovation, strengthen capabilities, and keep Singapore safe,” said Chan Tsan, Chief Executive of HTX.
Scaling AI and developing space tech
HTX is pushing the frontiers of public safety technologies in AI and space tech, through two agreements that have also been separately announced:
- The MOU with ST Engineering focuses on developing space-based capabilities for public safety.
- The Strategic Partnership for Innovation (SPI) Master Agreement (MA) with Mistral AI will advance AI capabilities for the Home Team.
Harnessing industry innovations for public safety
Five industry partnerships underscore HTX's commitment to harness commercial innovations for public safety applications:
- The MOU with NCS supports long-term capability development, enhances operational systems, and accelerates deployment of new solutions for the Home Team.
- Focusing on sovereign AI infrastructure and joint AI research, HTX is exploring the NVIDIA Vera Rubin platform to scale public safety AI development and capabilities.
- The MOU with Grab enables HTX’s advancements in autonomous robotic through access to real-world geospatial data, advanced AI models and large-scale urban datasets.
- The MOU with NTT DATA will offer HTX expertise in next-generation networking, cybersecurity, and sustainability solutions to enhance AI-powered threat detection and energy efficiency.
- The MOU with UL Standards & Engagement (ULSE) will advance collaboration in knowledge sharing and research & development efforts on battery safety. This includes the sharing of best practices, safety standards, mitigation strategies, and investigative methodologies, with the aim of strengthening Singapore’s battery ecosystem resilience.
Strengthening cooperation in science and technology in the field of public safety
The partnership with the Hong Kong Police Force marks a significant step in regional cooperation across cybersecurity, digital forensics, anti-scam initiatives, and training systems. This collaboration will facilitate knowledge exchange, sharing of operational best practices, and joint research and development.
Advancing research frontiers
HTX is also expanding its research ecosystem through MAs with leading academic and innovation partners:
- The HTX-Resaro SPI MA will provide access to cutting-edge developments in embodied AI, autonomous systems, and AI assurance frameworks.
- The MA with Imperial College London will support HTX’s research in forensics, and human factors and simulation, to strengthen scientific depth in these domains.
MTX 2026 is being held in Singapore from 28-30 April at the Sands Expo and Convention Centre. The three-day public safety exhibition and conference is jointly organised by HTX and CIVIPOL, the technical cooperation operator of the French Ministry of Interior, as well as by organisers Comexposium, which runs the Milipol Network of events with CIVIPOL, and HTX subsidiary TechX Ventures. MTX brings the international public safety community together to showcase innovation in next-generation technologies and thought leadership.
